Why is it ok to order a judicial review of immigration enforcement but not Obamacare?

Obama ordered a Justice Department review to determine if Arizona's new immigration enforcement law is constitutional. But he mocked attorneys general and governors around the country who challenged the constitutionality of health care reform. Why is judicial review OK when liberals don't like a new law but treason when conservatives don't like a new law?
