What does "The Ghost of Tom Joad" mean by Bruce Springsting?

Tom Joad was the main character in John Steinbeck's novel 'The Gs of Wrath' about a family from Oklahoma who move to California to try to find work during the dust bowl years. They aren't treated too well unfortunately - the lines at the end of the song are Tom Joad's big speech at the end of the novel.
